Richard Obita

Mr. Richard Obita is the Director, Planning, Research and Development at the National Information Technology Authority Uganda. Richard has over 15 years of experience in Planning and Management.

Richard has vast experience in managing development financing and donor-funded Projects World Bank amongst others. He served as the Ag. Project Coordinator for the recently concluded World Bank-funded Project the Regional Communications Infrastructure Programme (RCIP) in which Uganda was one of the beneficiaries among African Counties Kenya, Burundi, Madagascar, Rwanda, Tanzania, Mozambique, Malawi and Comoros. The Project was aimed at (i)lowering the cost of international capacity and extending the geographic reach of broadband networks, and (ii) improving the Government’s efficiency and transparency through e-government applications. 

Richard spearheaded the development of the recently approved World Bank funded; Uganda Digital Acceleration Project – Government Network (UDAP-GovNet) Project whose implementation became effective May 2023. The UDAP – GovNet Project builds on the efforts of the Government achieved under the concluded RCIP. The Project will also (i) (a) expand access to high-speed internet in selected areas, (b) improve the efficiency of digital service delivery in selected public sectors, and (c) strengthen the digital inclusion of selected host communities and refugees. 

Previously he worked as Manager of Planning, Strategy and Performance at NITA-U where he was charged with the responsibility of Planning and budgeting for the Institution, development of both Institutional and National strategies, frameworks and policies in alignment with National objectives enshrined in the National Development Plan (NDPIII), ICT sector Strategic Plan and NITA-U Strategic Plan.

He also worked as NITA-U’s IT Services Manager where he was charged with the responsibility of streamlining procedures for the acquisition and delivery of e-Government services and ICT Infrastructure to Government Ministries, Department and Agencies and District Local Governments (MDAs/DLGs) in line with the strategy for Rationalization of IT services in Government. Prior to that, he worked as the Standards Officer at NITA-U and the Transmission Technician with the Ministry of ICT and National Guidance (MoICT&NG). 


Richard holds a Masters of Business Administration-International Business (MBA-IB) from Amity University-India, a Master of Science Degree in Data Communications and Software Engineering (MSC.DCSE) from Makerere University Kampala, a Bachelor’s of Engineering in Telecommunications Engineering (BETE) from Kyambogo University and Diploma in Telecommunications Engineering (DTE) from Uganda Institute of Information and Communications Technology.

He is also certified in Information Technology (IT) Services Management (ISO/IEC20000) through APMG International UK.
